John, there will be very little time to consider resolutions from the floor of nat-con. Usually they are handled at the end of business on the last day - if there is time - or are handled during breaks in business, such as when ballots are being counted, etc. Discussion time is generally severely limited. If you want to make a motion from the floor, you should try to have something concrete to propose, have your seconds lined up, and it would also be good to have some folks lined up  and available to speak - eloquently and succinctly! - to it.

A motion to force the issue is plan B, and not a secret. The guy in talking to said i should keep this in my back pocket if he doesn't get traction in the coming days. 

I feel certain the delegation has the authority, even if it's not practical for the whole body to be exchanging emails with Code Pink. I think the motion would be more along the lines of authorize & require such action.
