I likely will be unable to attend this month's board meeting. I do want to provide some answers to relayed questions as to the legality of participating in the Human Action event in Chicago next month. First, here is the monthly treasurer's report.

Questions 1-4 have no compliance issues. Good questions though that need to be answered.

5. Will state party accounts be expected to advertise this event, or just several individuals within the state party? That makes a big difference, in my opinion.

- Field operations does have budgets for such events this year. The Chicago event could use either Outreach Booth or Parties and Special Events funding.

6. Is it standard for LPIL to provide money or free advertising to caucuses for their events? Would it be received as a promotion of the caucus itself, and if so, would it be unfair to other caucuses?

- Typically the state party does not promote caucus events outside of social media. In the past, we share posts from the caucus' pages on our page. I do not believe we advertise caucus events in other ways but the Communications group would know. Should any caucus hold an event in Illinois, we should share their advertising posts on our page as it is Libertarian Party activity occurring in Illinois by Libertarian Groups.

7. I believe Mises either has a PAC or is considered to be one. Would any laws or regulations around PACs potentially cause us trouble?

- MISES PAC is a hybrid unauthorized PAC filing with the FEC. As such, they are allowed to receive contributions from individuals, corporations, labor organizations and other political committees. We are permitted to purchase a table and otherwise participate in their event.

8. The Take Human Action event is taking place in at least a few other states as well. What are their state parties doing?

- Good question. Other state parties may file with their state political regulator in which case, the state party may be governed by more strict state law not Federal. We should consider what other state parties are doing but do what is in the best interest of the LPIL.

9. Is there any sort of metric for how many people should be expected to attend this event and/or how many of them reside in Illinois?

- Good Question but no compliance issues to discuss.

10. If there are profits from the revenue generated from the event, where would they go? If LPIL advertises, would we get any share of the profits?

- The LPIL does not bundle donations for PACs and we have not participated in bundled fundraising operations. Should the MISES PAC provide funds to the LPIL from this event, it must disclose to us the source of those funds within 10 days of the donation AND those sources of funds must be allowed to make donations to Federally filing State Committees. In my opinion, this is their event and the profit and loss from such an event is theirs alone. I do not recommend any bundled fundraising with them for this event as we are not set up internally for such circumstances on short notice.

11. This event is sponsored by a caucus of the Libertarian Party, and the goal of the event is to bring liberty-minded people together and get them involved in the party. What exactly is the rationale behind charging (or expecting free advertising from) LPIL, the party of the state where this event is being hosted? Given the event's purpose, it seems like the caucus would *want* to have an LPIL table so people can easily find out how to get involved at the state or local level.

- The MISES PAC has purchased advertising at the LPIL state convention and meetings for the past 4 years. I see no reason that we should expect a contribution-in-kind donation of free table or other advertising at their event. It is much clearer to everyone involved if we pay the going rate for a table or advertising at their event just as they do at ours. Events cost money, staff time, volunteer time and effort to put on. There is no compliance issue with purchasing advertising or a table at this event. Our expectations for the results of that purchase is another matter which I will leave to the board for the meeting.
