You're not going to get rid of these programs. Try telling the guy/gal who is age 64 that they'll no longer be entitled to these things. Social Security was paid into for decades. A significant percent of seniors live off only Social Security. Since its a pay-as-you-go system, stopping contributions cuts of benefits to existing payees.

There is no way that the money can be repaid (even without interest), even with closing all the foreign bases and making other realistic savings

The next best thing to do is to try to reform them in a responsible manner, which neither of the major parties will do

Pure (but not pragmatic) v. pragmatic; I'll go with the latter
