Caryn Ann, Attached are the revised minutes for the meetings on June 21 and 24, 2018. I was able to access the audio file for the meeting on June 24 (plus I found my notes) so those minutes are complete. I wasn’t able to access the .mu3 file (it seems that’s a text file and I tried converting it with online software but it didn’t work) and there was no audio file, however I was able to see the chat file so I was able to determine when the meeting started and stopped as well as who was there. The only thing I am not sure of is when Geoff left or when Care arrived. Other than that, those minutes are complete. Unless those times are important to the final product (and there is a way to access video or audio for that meeting) they are as complete as they will be. Again, all motions are there so substantively they are correct. So the minutes for the meeting on the 21st may not have the correct role call and don’t have the correct time that the meeting was called to order and the ones from the 24th don’t have the motions made for revising the report footers (or anything else that happened after we finished the rationales). I am not sure if this will be a huge problem, but if you still have access to those recordings I can fill in the missing information today. Please let me know either way. I was able to generate a report of just those but it needs some redaction before it cane be released because it contains IP addresses, and those are personally identifiable to some extent. There are 2871 entries to redact. Anyone want to volunteer? Otherwise it will be when I can get to it. I appreciate all the work everyone did. We got some good proposals through, and I feel like it was all worthwhile. Special thanks to Caryn Ann, Mimi, and Alicia for handling the administrative and management work. Likewise, those of you who did most of the wordsmithing and drafting of proposals and minority reports, I appreciate your extra effort. I know that the Chair came out of pocket a good bit for printing, stationary and the like. If you'll share the total Caryn Ann, I'll PayPal you 150% of my share (less the amount I sent earlier). Thank you so much for your input Aaron. As we discussed on the phone tonight (and thank you so much for calling), I disagree fundamentally with the conclusions. I have spent the last three days researching this issue; speaking with Nick; and speaking with Richard Brown and other folks on the Roberts forum, and I do hold the following (though again, I think this is the call of the convention chair, not the committee chair, but this is my opinion). *Our Bylaws do not limit the number of Minority reports. If so, that would create a race to the post, and that is fundamentally unfair and - to me - counterintuitive. If says any four members may join to issue a minority report. That means those particular four members, can as a group, sign A minority report. It does not say anything about one of those four also signing a different minority report that has a different composition. *Just like on the bylaws committee where this happened, yes you can be both in a minority and in the majority. Out of the twenty, you can live with the majority report as being better than the current platform. But with a minority you think a different option is even better. That does not mean you reject the majority report, it means it is a compromise and a minority thinks it should go further or less or somewhere else, etc. *We do not have any situation where there is now a majority supporting a single minority report. Obviously then it would follow that the original recommendation was reconsidered and replaced in effect. We have multiple minority reports and you cannot add all of those people and call it a majority because they are not agreeing on a single thing - they are often joining in reports that are polar opposites on the Libertarian ideology spectrum. The immigration plank is a good example. Tangentially an other issue was brought up about my supporting only a portion of a minority report. That is allowed as per RONR page 529. Article 11.6a states: A majority vote of those Committee members present is necessary for a "do pass" recommendation… A minority is defined as the smaller in number of two groups constituting a whole. In other words, you can’t belong to two groups simultaneously. You can’t be a member of the majority and the minority at the same time. You can’t simultaneously be both for the recommendation and against the recommendation. We recognize that a member has the right to change his or her mind and join a minority report, but the underlying assumption is that once you do so you no longer support the original proposal. Consider the following: The committee adopts a proposal by a vote of 12-8. Later, fifteen people join together to issue a minority report. You would have to conclude that no more than five people support the original proposal. Otherwise, the minority would be larger than the majority, which makes no sense at all. In our situation, we have some cases where the number of committee members joining minority reports equals or exceeds the number who voted for the original proposal, or is clearly ten or more members of the committee. In such cases we no longer have a majority supporting the original recommendation. *These are the particular minority reports that I question:* Proposal B was adopted 12-0. Fifteen people have joined minority reports urging delegates to adopt a different proposal. Three of those fifteen signed on to two different reports. That means that twelve unique members are urging people to reject the committee’s report, which means that no more than eight could possibly be in support of the original recommendation. If this many people insist on supporting minority reports, we do not have a majority in support of the committee’s recommendation. Proposal G was adopted 11-3. Nine people have joined on to two minority reports, but one has signed both minority reports. This can easily be resolved by having that one person select the minority report he prefers. Proposal K was adopted 10-7. Twelve people have joined one of two minority reports. The committee’s recommendation no longer has majority support. The minority is larger than the majority. Proposal N was adopted 9-6. Ten people have joined one of two minority reports. The committee’s recommendation no longer has the support of a majority. The ten minority signers exceed in number the majority.
