We don't really need a bylaw change to accomplish this . We can do the same by adding a convention line to the annual budget. Much easier than trying to get a change approved by the delegates to increase dues even by $5. Neither, however, addresses the problem that a delegate does not have to be a dues paying member of the LP. Bylaws or policy manual makes it required. I'm opposed to any increase in dues until such payments are decoupled from the right to participate in party decision-making (e.g. serve as a delegate), which ought to be based strictly on agreement with libertarian principles. The Libertarian Party should not be a pay-to-play organization. I'm less opposed to a convention set-aside, but while I think we could usefully spend more on conventions if the money were well-spent – an "if" in which I confess I do not have a great deal of confidence – and the goal of avoiding floor fees is certainly admirable, I'm unconvinced it's the best approach. The idea would seem to suggest that a well-planned convention will necessarily fall into a certain range in terms of costs, and I don't believe that's necessarily true. Dues are already decoupled from the right to participate.
From the Bylaws Article 10: Delegates shall be required to be members of either the Party or an affiliate party.
Article 4: Members of the Party shall be those persons who have certified in writing that they oppose the initiation of force to achieve political or social goals. Membership in some affiliate parties is obtained solely from being a registered Libertarian.
