previous notice - the policy manual project
At the November LNC meeting, the LNC directed me and Ms. Harlos to bring back to the LNC at this meeting a list of the stylistic policy manual changes on which we can agree. Though the LNC did not direct Dr. Lark to participate in the task, I indicated at the time that I wanted his review also, and he was kind enough to provide feedback and catch a few more items. Would you like some good news? There are more than two hundred proposed changes that Ms. Harlos, Dr. Lark, and I can all support or at least tolerate. In the attached Word document, the first section is a listing of those with agreement to date. The numbers at the start of each line are references to the PageNumber/LineNumber in the other attachment. The other attachment is the copy of the policy manual to which Ms. Harlos had added line numbers for easy reference, and she used insert/strikeout formats to show her proposed changes. This is no longer the current policy manual, as we have made other changes in the interim, but using this version still allows us to all easily understand where the changes are being proposed. The second section in the attached Word document contains non-substantive items that are either my proposed alternative to Ms. Harlos’ proposal, or they are new items suggested by either myself or Dr. Lark. This is an incredibly tedious project. With the holidays and other items on both of our plates, Ms. Harlos is still reviewing this second category, and it may be that before the meeting that some of these will move to the first “agree” section. Since these are different/new from what you’ve seen before, I wanted to go ahead and provide previous notice for them. The third section are also new/alternate proposals from me, however they are not just editorial or stylistic in nature. They are too substantive to be hidden in a huge list of Oxford commas, capitalization, etc. The items marked in the PDF but not listed in the Word document are the things that do not have agreement. This division will hopefully allow us to handle a whole lot of changes in a single motion. I’d like to take up separate motions on the two items I marked as substantive. -Alicia

Does the Ad Hoc Policy Manual Project Committee intend to present a motion prior to the meeting for LNC review? Maybe we can get a large number of the agreed upon changes down quickly so we don't get bogged down in sausage making during the meeting. Sam, Yes, that first section at the top will presumably be the bulk motion. I see from what Ms. Harlos sent me that we have a lot of agreement in that second section also. I am speaking at an event today and traveling. Within the next few days I will send an update merging many items from section 2 into section 1 for the bulk motion, but at least you have them all in front of you now for review. The items in the third section I think need to be pondered in separate motions, not in bulk. And anything from section 2 which doesn’t between now and Reno move into section 1 may be ultimately taken up separately, but I really think that won’t be much. I do not intend to move any items beyond those listed in yesterday’s file. Ms. Harlos will likely separately move other items from her original proposals on which we did not agree. -Alicia On Sun, Jan 19, 2020 at 8:06 AM Sam Goldstein via Lnc-business < lnc-business@hq.lp.org> wrote:

To correct something in the message I just sent, I had a busy week and just forgot that Ms. Harlos has actually already provided me feedback on that second grouping in my file. Sorry! I'll look it over in the next few days and merge the ones she's agreed with into the first category and get back with her on the other comments. My list today was primarily to make sure that I got previous notice for the new ones. -Alicia On Sat, Jan 18, 2020 at 11:27 PM Alicia Mattson <alicia.mattson@lp.org> wrote:

Thanks to Alicia, Caryn Ann, and Jim for working on this. I found some discrepancies between the PDF and the Word document. On the PDF, page 8, line 13 has Libertarian National Committee crossed out, but not replaced with LNC. The Word document has a new proposal to replace "Libertarian National Committee" with "LNC". PDF page 24, line 14 has the capital P crossed out but does not show replacing with lowercase p. The Word document says: use lowercase for "Platform". PDF page 25, line 33 has the blue addition crossed out instead of underlined. The intent is clear. PDF page 32, lines 29 & 30 have a change of changing numbers to letters not mentioned in the Word document. Also, should the list be broken out, like others? PDF page 68, end note 10 needs to add parentheses around 2/3. Page 20, line 10 the Word document has a new proposal to replace "or" with comma but the PDF shows only removing "or". Some of the new proposals don't appear in the PDF. I assume it's a work in progress. --- Tim Hagan Treasurer, Libertarian National Committee On 2020-01-18 23:27, Alicia Mattson via Lnc-business wrote:

The attached file is the same list of items that I sent for previous notice two weeks ago. The only change is that all but one of the items in the second section (for non-substantive alternate/new proposals) have been determined to be items on which we agree, so they're now merged into the top section. Those items can be spotted easily in the top section because they have (ALT) or (NEW) in front of them or. ALT just means it's a slight variant on what Ms. Harlos originally proposed. NEW is something that was not in her original list. Regardless, they are now agreed upon items with one exception which is still listed in the second section. Remember these are page/line indexed to a prior policy manual, rather than the current one. -Alicia On Mon, Jan 20, 2020 at 11:46 PM Caryn Ann Harlos via Lnc-business < lnc-business@hq.lp.org> wrote:
