Let's not forget that the chair was unauthorized to execute that version of the contract, or to direct staff to execute that contract. This does not change the terms of the contract. It is the LNC saying what conditions are necessary for those clauses to be exercised. Regardless, I think the existing rules already require LNC consent to cancel, but the chair seems to disagree. The chair's attempt to abuse his authority continues, with this attempt to declare anything he dislikes to be "out of order." Here are my thoughts and what I intend to do. This motion is not out of order and Ms. Mattson noted correctly a pattern of behaviour. And I fully believe that if we start one on a policy manual change the chair will then try to claim it can't apply to existing contracts though it certainly can. I encourage people to vote on this ballot and on a policy manual change that I am going to workshop with people off list. If at the end the chair rules this one out of order still, I will appeal the ruling of the chair. Mid-motion, the Chair indicated that he would be ruling this motion out of order. If it is in order, it would pass 13-0-4. I will be asking for sponsors in another thread to appeal the ruling of the chair that this motion is out of order.
