I also would like to know under what rule a Bylaws member cannot discuss specific wording, identities of conversants, or simply forwarding the emails to a reflector list.

There was no ruling to go into executive session.

I am well aware that certain committees deal with certain matters that are more sensitive, and require more confidentiality. However, I am not sure why the Bylaws Committee would need a closed format.
