Could NOTA not be added as an option and it be that simple? I really have no experience with eballot but applaud our state chairs for bringing forward ideas. I'm indifferent on the voting system as long as it works and is secure. We used EBallot.com to elect our national delegates and alternates. The “nominations from the floor” were closed as of a couple days before the ballots went out and then we sent the ballots to our state delegates. We uploaded the voter list from a csv file and the questions were entered manually. It was easy and secure. I would recommend that method.
