[Lnc-business] updated bylaws

I've finished updating the bylaws and convention rules to reflect changes adopted by delegates at the 2016 convention. Attached are two documents, one being a track-changes version showing what has changed since 2014, the other being a clean version with the changes incorporated and ready for posting on our website when staff gets a chance to do so. The deletion of Article 2 created some numbering changes throughout the document. I updated internal cross-references with those numbering changes. Soon I will also be updating the Policy Manual to adjust cross-references to the bylaws. -Alicia
