Okay someone on FB might have figured it out. Are there "two" lists" LNC-Votes and LNC-Business and the google one only is if you reply to LNC-Votes? The list on lp.org is complete. The list on the google groups (which is what members are following) is not. There are emails that appear in one list and not the other. This is an issue.
