Much needed kudoes

These things were briefly said (some more extensively) but deserve to be said here. *Ken Moellman: *Your Ballot Access Committee report set the bar for how committee reports should be. You provided a resource so that the next committee can pick up and run with it without losing institutional knowledge which is what I try to do with my regional reports. Thank you for all your hard work. I will be happy to collaborate with you on future reports to supplement information from my nine states. *Daniel Hayes: * Trent Somes came up with a fantastic idea in Re-Register (*yay Trent!*) but I don't think you got proper recognition for your superb implementation of the idea. You made it happen. Also, your Chairing of the Affiliate Support Committee is modeling how regular Committees should run. You provide timely notice and are operating in a transparent manner and your doggedness in getting the information you needed required dedication and your report statistics are also very very valuable. Affiliate Support Committee Meeting Reminder

The Affiliate Support Committee will be meeting at it's regularly scheduled time. We are a service oriented committee so we encourage attendees to participate in an orderly manner. If you have a matter you wish us to consider please contact me in a advance if possible. I will only be able to attend the meeting for a short time. I will be attending a local city council meeting for 8:30 PM Eastern (7:30 PM Central). We were able to encourage the mayor of Harahan, Louisiana to veto an ordinance by the Harahan City Council that allowed for the installation of traffic enforcement cameras in the city. LP History and archiving

I spent part of yesterday going through the file cabinets at HQ and some boxes in the external story unit with an eye towards trying to get a group of volunteers together to start electronically preserving some or all of this information - it would be ripe for preservation on a newly launched LPedia. Some of it already exists however- so I am in that information gathering stage as well. My thoughts are to tackle the most general interest items first such as, obviously LP News which we have going back to 1972. Liberty Links

As Hillary Clinton pointed out, one of Trump's strategies was to encourage the growth of Alt-Right groups. With shared tweets, groups that had 11 people grew to 11 million. This in turn, bolstered the Trump campaign and built loyalty. We are spearhead of the Libertarian movement. By helping other groups grow, we are helping the entire movement, which means helping ourselves. By educating new Libertarians, helping them convince family and friends, we're helping the party grow. There are some restrictions that we should keep in mind. First, internal caucuses should either be all included, or all excluded. I would prefer including them all, since it helps people get more deeply involved in the LP. That said, I could see issues coming up, so am fine with exclude them all. Large organizations that primarily support old party monkeys should be left out. For example, a link to the NRA would be spectacularly unstrategic. But size should not be a major consideration. I noticed I had nothing listed under my name in the listing of "potential conflicts" this past weekend and wanted to be sure people knew that was the only one I know of. Truth in Polling Resolution

I have ten minutes on the Agenda for this but I wanted to provide the information ahead of time for review by LNC members and if there seems to be any wording impediment or other concern that I can address with the drafter ahead of time so that I can. I was asked to bring this resolution by former Presidential candidate Steve Kerbel. Truth in Polling is his current project. He has given a presentation to our local LP meeting, and it seems very promising. In addition to the below resolution, he provided me (upon request) the attached information write-up for the information of my fellow committee members. WHEREAS, prior to and during the 2016 election campaign season, political polling organizations routinely excluded the Libertarian Party presidential ticket from inclusion or equal footing in the first question with respect to presidential preference; WHEREAS, these and other political polling organizations also routinely excluded Libertarian Party candidates for offices nationwide from inclusion and/or equal footing in their respective races; WHEREAS, various political polls have been shown to exclude key demographics from their results and these exclusions unfairly skew these results which are provided to the public; WHEREAS; the exclusion of a candidate from equal footing in a polling question is not the same as a ballot which does include all candidates in the same question, and therefore this exclusion cannot possibly present an accurate portrayal of the anticipated ending result of an election; WHEREAS, political polls influence the results of an election, as these polls are used to determine the inclusion of candidates in the most high profile of political debates and forums for many races, as well as gauging popular support; WHEREAS, many people view the level of public support of a candidate as a contributing factor for casting their vote, and a candidate excluded from equal footing in the polls is at an unfair disadvantage in this regard; WHEREAS, due to these circumstances, it is imperative that pollsters are held to the highest standard of honesty, integrity, inclusiveness and accuracy in results provided to the public; WHEREAS, other organizations have targeted their attempts at countering the corruption of the Commission for Presidential Debates, but not to the pollsters specifically; WHEREAS, The Truth in Polling Coalition has developed and is implementing a plan to expose and counteract the exclusionary and manipulative actions of pollsters, thereby resulting in more complete information and options being presented to the voting public, hence a level playing field for all legitimate candidates; BE IT RESOLVED that the Libertarian National Committee hereby supports and endorses the efforts of the Truth in Polling Coalition in their fight to include Libertarian candidates in a position of equal footing for future elections nationwide. -- *In Liberty,* *Caryn Ann Harlos* Region 1 Representative, Libertarian National Committee (Alaska, Arizona, Colorado, Hawaii, Kansas, Montana, Utah, Wyoming, Washington) - Caryn.Ann. Functionally Allocated Budget proposal

Colleagues, I am attaching a spreadsheet illustrating my proposal for allocating compensation expenses. The numbers are roughly based on the 2015 numbers I was provided; those were historical, showing how compensation was allocated. I made some modifications based on my own thoughts. The point isn't the numbers, though - the point is to have a spreadsheet that makes allocating the budget in this way relatively easy. My intent was to make it easy for the LNC, if it wished to adopt a budget of this form, to see the impacts of changes and proposals. Similarly, the sheet should make it easy for anyone who happens to agree with my view on this overall to come up with hypothetical distributions. I built it quickly, but I believe it is built correctly, and that making changes, either to the total allocation line or to the percentages allocated to each line, should make the other values work out correctly. The column "proposed amount" shows what is currently allocated in the proposed budget to that line. The final column shows the percentage of the budget the line will account for once compensation is added. The 1 appearing below the FAE column is a test digit. Note that, according to the policy manual, any work that combines two or more lines, or that can reasonably be allocated to two or more lines, goes into Administrative (40). This sheet has that line at 20%, but it may need to be higher. I've given most of my arguments for this sort of allocation before, but the highlights are that I believe it will enable the LNC to do more governing and less managing, will give staff broad instructions at the start of the fiscal year and avoid micromanagement later, enables the LNC to adapt to changed goals or aims during the term by amending the budget, and shows anyone looking at the budget what the LNC's priorities are, in a quantitative manner. It is more transparent than a large compensation line, and it would be, in my opinion, a useful tool for the LNC to exercise its governance responsibility. To clarify, this proposal has nothing to do with how hard staff works. I think we all agree about that topic. This isn't about checking up on them; it's about the board setting broad priorities. It also imposes no new obligations on staff; the policy manual already calls for timesheets. In fact, it is my hope that a move in this direction would lead the LNC to be less demanding on staff, not more. In any case, thank you for your time and consideration. Joshua A. Katz
