Dear colleagues: I hope all is well with you. I have enclosed below the draft minutes of the Executive Committee meeting that took place last night (Monday, Jan. 28). Please let me know whether you have any proposed changes. I have also enclosed below the language of the Policy Manual concerning approval of EC meeting minutes. Section 1.02.06 includes the following statement: Absent objection from an Executive Committee member who attended the meeting, the minutes shall be deemed to be approved 14 days after their distribution. Thus, if no such objection is raised as of 3:25 p.m. EST on Tuesday, Feb. 12, the draft minutes will become the official minutes of the meeting. As always, thanks for your work for liberty. I am writing to mention that as of 3:25 p.m. EST on Tuesday (Feb. 12), I did not receive any proposed changes to the draft minutes of the Executive Committee meeting on Jan. 28, 2013. Thus, according to the procedure specified in the Policy Manual (specifically, Section 1.02.06), those draft minutes now stand approved as the minutes of the meeting. E-mail oddities

Dear colleagues: I hope all is well with you. I am writing to mention that I have experienced a couple of e-mail oddities concerning my vote on the motion regarding funds for a ballot drive in North Dakota. Yesterday I prepared a message to the LNC-business list that contained my vote in favor of the motion. The message should have been sent yesterday afternoon when I ended my e-mail session in advance of traveling to the DC area to attend the office-warming party for Students For Liberty (to which I have the honor of serving as advisor). I returned from the DC area very early this morning and went to bed. Shortly after accessing my e-mail around 8:40 this morning, I noticed that the message had been sent, and that it had a time-stamp of 8:40 a.m. (I have enclosed the message below.) I also noticed that a copy of the message from the LNC-business list was not in the inbox; I don't know whether the message was transmitted to the LNC-business list. Based upon previous experience, it is possible there was a server problem yesterday afternoon, and that the message was not sent until this morning when I accessed my e-mail. In any event, I apologize that my vote on the motion evidently was not received in a timely manner. As always, thanks for your work for liberty. LNC - Over the last several months, a top tier design and branding company has been working on a proposal for lp.org. I have seen a couple mockups, and the design is outstanding. They have quite a few things to offer, including backend and front end development. In visual terms, a blind man can tell that they are the best we have seen so far. They have some branding and content notes that are pretty solid as well. This is something that transcends the IT committee, because it deeply involves branding strategy, not just design and backend. What they have to say could potentially revolutionize what we're doing, or be a terribly foolish proposal. This is not something that we should sit on until the July meeting, which is highly compressed as it is. Their schedule is also very tight, and unless we can do the presentation before the 29th, we'll have to wait for several more weeks (designers of this caliber are in heavy demand). Jorge, who runs this team, is Libertarian, with decades of experience. The team has worked on high level political campaigns, top end commercial stuff, etc. They have already done quite a bit of work for us for free on facebook, and has done the initial, and very thorough brand analysis for us for free because of their passion for the Libertarian cause. Our website is our most important form of outreach. Even if we decide not to go with this team, I believe we should hear them out in a timely manner. To put some possibilities out there: How do next Monday, Tues, or Wed at 8, 830, or 9 eastern sound? We don't have ways to hold official meetings outside of executive committee, but can we get at least a majority of the LNC and the ED to attend a proposal on something that could literally transform the political map of this country?

Revocation of Executive Orders

I am hereby revoking the following Executive Orders to staff. 1) No "emergency" submissions to the APRC will be published until all APRC members have been informed by a phone call that there is an "emergency" submission to be reviewed. Attempts to circumvent full APRC review by things such as "middle of the night" submissions will be viewed harshly by the Chair. 2) Staff will note objections from the APRC as to the advisability of publications, and communicate the concern of APRC members to me. In cases where two or more of the APRC advise against the publication, I will decide. Please note that the current Policy Manual does not give the APRC the authority to stop a publication of this sort, but I do have the authority. I am hereby asking, but cannot mandate, that the APRC members raise concerns such as this. Geoffrey Neale
