Dear colleagues: I hope all is well with you. I have enclosed below the draft minutes of the Executive Committee meeting that took place last night (Monday, Jan. 28). Please let me know whether you have any proposed changes. I have also enclosed below the language of the Policy Manual concerning approval of EC meeting minutes. Section 1.02.06 includes the following statement: Absent objection from an Executive Committee member who attended the meeting, the minutes shall be deemed to be approved 14 days after their distribution. I am writing to mention that as of 3:25 p.m. EST on Tuesday (Feb. 12), I did not receive any proposed changes to the draft minutes of the Executive Committee meeting on Jan. 28, 2013. Thus, according to the procedure specified in the Policy Manual (specifically, Section 1.02.06), those draft minutes now stand approved as the minutes of the meeting. Dear colleagues: I hope all is well with you. I am writing to provide a few items for your consideration. I hope you find these items worthy of your attention. 1) I greatly appreciate the many kind comments I have received concerning my service as secretary pro tem; I am glad I was able to assist the LNC in this manner. I am delighted that a new secretary has been selected; I am confident David Blau will do an excellent job. I shall be happy to help him in whatever manner I can. 2) In a separate message I shall indicate my abstention concerning the motion to hold the LNC summer meeting in Las Vegas on July 14-15. I hope that if the motion is approved, we shall commit as soon as possible to conclude the meeting no later than 7:00 p.m. on Sunday, July 14. 3) In a separate message I shall send you a Word file containing a revised version of the Policy Manual. The revision was prepared by Alicia Mattson; I made some very minor changes to the document (I noticed a couple of typos). Please review the revision at your earliest convenience and inform Mr. Blau if you have any comments. Please join me in thanking Ms. Mattson for her work. She graciously took it upon herself to prepare the revision, using the version she provided to Ruth Bennett in May and reviewing draft minutes to identify the changes required. Also, please join me in thanking Mr. Blau for his help. His list of the changes made to the Policy Manual since the beginning of the 2012-2014 term was helpful in reviewing the revision. 4) Within the next day or so I shall send you various draft minutes to review. I believe the drafts of the EC and May 6 LNC meeting minutes can be approved without further revision. However, the draft minutes of the July 2012 and November 2012 meetings may require careful review and additional revision. As always, thanks for your work for liberty. All: Thank you for selecting me to be the new Secretary of the Libertarian National Committee. I am honored to take on this important role. I will separately send an email to the LNC regarding the current state of affairs regarding my secretarial duties, but before that I would like to thank a number of people. I first thank everyone who ran in this election: Robin Blakey, Mark Cooke, Gary E. Johnson (TX), Bill Lester, Bill MacElroy, Alicia Mattson, Jim McDermott, Jake McDowell, Chuck Moulton, Anthony Pellegrino, Robert Reynolds, and Shadrack Roberts. All of these men and women offered to volunteer their valuable time, money, and skills to help our national party in this time of transition, and I am grateful to them. I especially want to thank Alicia Mattson and Chuck Moulton. I had the privilege to see Alicia execute the duties of national Secretary during the last LNC. Her performance of those duties was remarkable, in that she was so effective that no one felt a need to remark upon it! Chuck, like Alicia, is an outstanding parliamentarian, and a dedicated Libertarian activist. I consider both Alicia and Chuck to be friends of mine, and I hope to see Alicia at the LNC meeting in Chicago. (Good luck in Reno at your chess event, Chuck!) I also want to thank the LNC. Chairman Neale devised, and the LNC approved and executed, a transparent search and voting process. Despite the rather urgent need to fill the vacancy, rather than taking hasty action, the LNC acted cautiously and deliberately for the benefit of the party. I would like to especially thank Dr. Jim Lark for his pro tempore performance of the Secretary's duties. In connection with my thanks to the LNC, I especially thank John Jay Myers for his service. As you all know by now, last night Mr. Myers resigned his position on the LNC due to having too many other commitments. In honor of his support of the headquarters building, I pledge to redouble my efforts to get the national party situated into the best new space we can find. I also thank Vicki Kirkland and Mark Hinkle for their tireless efforts to campaign for me. I spoke with Vicki almost every day throughout the election process, from deciding whether to run all the way through to the final day of voting. Mark was an excellent lobbyist on my behalf, and provided insights into campaign strategy that served very well. Finally, I want to thank someone you probably don't know: my girlfriend. She didn't give me permission to use her name here, so for now she'll have to remain anonymous. But she provided me clarity of thought and the encouragement to run. When I told her about the pros and cons of seeking this position, and that I was having trouble making up my mind whether to run, she asked me two questions: whether I wanted to run, and whether I could do a good job. When I answered yes to both questions, she said, simply: "So what's stopping you?" I won't let anything stop me from being an outstanding national Secretary. Thank you all. I assume from the language of his message that his resignation was effective immediately (absent specification to the contrary, I believe such messages should be so interpreted). Thus, in my opinion his vote should not be recognized; indeed, I doubt anyone will contend otherwise. However, as a matter of proper procedure I believe it is appropriate for you in your capacity as chair to confirm whether his vote should be recognized. 2) I have listed the vote for Mr. Moulton by Region 7 alternate Paul Frankel in the vote totals given above. Mr. Frankel cast his vote for Mr. Moulton in a message to the LNC-Business list at 11:49 a.m. EST on Sunday, Feb. 10. However, the voting period did not open until 12:00 p.m. EST that day. Thus, technically speaking, Mr. Frankel's vote was not submitted during the voting period. I mention this because I believe Mr. Myers' vote should not count, and that Mr. Frankel's vote (if considered valid) should represent the vote of Region 7. Again as a matter of proper procedure, I believe it is appropriate for you to rule whether Mr. Frankel's vote will count. (Fortunately, this issue will not have an impact upon the selection of the secretary.) If you proceed in this manner, I believe you should rule in favor of counting Mr. Frankel's vote. I suspect he assumed that voting would begin as soon as the ballot was distributed. Dear colleagues: I hope all is well with you. I am writing to mention a few items for your consideration. I hope you find my comments worthy of your attention. 1) In a separate message I shall send my vote for secretary. Allow me to offer my thanks again to all who stepped forward to seek the position. As I suggested in a previous message, we had many excellent candidates; in particular, each of those who received votes on the first ballot is well-qualified for the position. 2) I shall be busy for much of the afternoon with faculty matters. If all goes as planned, I should be able to send you a message sometime this evening to provide the results of the second ballot for secretary. 3) As you may know, the sixth International Students For Liberty Conference took place this past weekend in Washington, D.C. The conference was extremely successful; if I understand correctly, the conference drew at least 1,400 attendees. I had the pleasure of attending the event (I am a member of the Board of Advisors of Students For Liberty); in addition, I had the honor of giving an address during the conference on the "nuts and bolts" of building libertarian campus organizations. I am pleased to report that the LP sponsored a very nice information table at the event. Several people (in particular, Carla Howell, Robert Kraus, Eric Dixon, Laura Delhomme, and Arvin Vohra) contributed greatly to the success of our outreach effort. I shall provide more information about this outreach effort in my upcoming campus organizing report. As always, thanks for your work for liberty. I look forward to seeing you at the Chicago meeting.
