September Financial Reports

The September financial reports are attached. We had a $48,329 surplus, bring the reserve back above the reserve requirement. We ended the month with $205,319 in cash. Of note, online contributions jumped up in September. The first half of this year, online contributions averaged $19796 per month. They were $30831 in August, and $72803 in September. Motion to be considered at November LNC meeting

In order to not have this debate 200 times at the next meeting, I propose the following: 1. LNC members who request to be addressed without Mr. or Ms. should receive this courtesy from the chair. I would like to set aside 15 seconds or less for discussion. The purpose of "Mr." or "Mrs." is to show respect to our fellow LNC members. If using one of those titles instead does not show that person respect, then it defeats the entire purpose. We can get into all sorts of abstract discussion about the notion of gender itself being a socially constructed method to maintain the status quo, but I don't think we need to take it that far. If an LNC member makes a reasonable request for courtesy, it seems pretty obvious that we should honor that request. -Arvin

Advance Notice of Proposed Motion

I provide the following as notice of my intention to make move a motion such as, or similar to, the following at the upcoming meeting in Alexandria, VA: The Committee hereby determines that a basic cloud based membership list system shall be made available to any and all affiliates who choose to use it at no charge (or minimal charge) subject to the following restrictions: 1> The maximum number of actual membership entries maintained for any given affiliate at no charge (or minimal charge) to the affiliate shall not exceed 40 times the number of LNC Sustaining Members residing in the geographic region of the affiliate. 2> The system will support a minimum of 25 concurrent users. 3> The system offered will support concurrent local (i.e. county) affiliate membership list management. 4> Current "monthly dump" functionality is included in the service provided. 5> The system shall remain available at existing terms of use to all affiliates choosing to use it for not less than 12 months after any decision to change the terms under which such service is offered. The above to be supported by an allocation of $16,000 for set-up and first six months operation from the general fund, and the terms of use by affiliates established such that compliance with FEC regulations is achieved. Upon adoption, it is implied that the Chair instruct staff to contract with a provider of such service and intermediate between the selected vendor and the affiliates choosing to use such service. Please note: 1> Charging fees for this basic service to be implemented in the case where such is required to achieve FEC compliance. 2> This service to be one of perhaps several provided in lieu of UMP type subsidies. 3> LNC retains an ownership interest in the membership data which survives the demise or dormancy of any affiliate using the basic service under the "no charge" or "minimal charge" usage terms. 4> The service provided is basically a "start up" service for new and/or struggling affiliates. Stronger affiliates are expected to use their own facilities, or contract with service providers independently. 5> This implies motions to modify the proposed budget as necessary to accommodate the intent of the motion will be tendered as appropriate. 6> This notice is given in expectation that such will be added to the agenda for the November 2012 meeting. Treasurer Report

The financial report for end of August is attached. We dropped below the reserve requirement in August. This is not unexpected since we spent $109,787 for ballot access expenses. However, September should have about $130k in revenue and around $80k in expenses, giving a profit and bringing us back above the reserve requirement. Tim Hagan Treasurer
