<p>Attached is the final report.  Unless there is objection, this is what will be published.</p>

<p>It should be noted that I made 2 technical corrections while compiling the report.  </p>

<p>1. The provision about filling holes in national convention delegation had the wrong letter at the beginning (was previously labeled G when it should have been E).</p>

<p>2. In the Central Committee proposal, inside of governance, a sub-letter should have been a major letter.  (Article IV Section 4(D)(i) should have been Section 4(E) and the remaining points ii, iii, and iv are renumbered as i ii and iii under the (E). )</p>

<p>The first has no substantive change.</p>

<p>The second is technically substantive, though it simply reverts to what has always been; ALL committees must be transparent not just County Party Executive Committees.  This was a technical mistake that wasn't caught until I was putting the report together.</p>
