<p class="western"><span style="color: #ff0000;"><span style="font-family: 'Times New Roman', serif;"><span style="font-size: large;"><strong>Rationale: The wording was worked through by members of the Membership Committee in 2017 and 2018. The 16-year-old exemption was created in convention in 2010 under the "Matthew Keefe rule".  In 2017, the waiver process for non-voters was expanded to felons and given to the Executive Committee. The Elections Committee decided to not issue waivers for 16-year-olds.  This guarantees a restored "Matthew Keefe rule", and retains the non-NAP-violating felon exemption.  Further, arguments over dues consume massive amounts of time in convention and usually end up right where they started.  Indexing dues to inflation reduces the need for debate over time. </strong></span></span></span></p>
