<p>Fellow (various) committee members:</p>
<p>The Executive Committee apparently passed some bylaws changes
last August that did not get published to the website.</p>
<p>As a member of the new and improved IT committee, I've been
tasked the job of updating the bylaws on the site. And since these
particular bylaws changes have suddenly become relevant for the
rules committee, I have been earnestly working away at this.</p>
<p>I had forgotten how much I hate WordPress.</p>
<p>What I have to offer you now is a bit of a kludge: A beautifully
formatted set of bylaws that WordPress wants to mangle.
(Apparently I need to create a new template to format them
properly, but I haven't figured out how I am supposed to go about
doing that.)</p>
<p>In the meantime, I offer you these two interim solutions:</p>

<p>In making the update, I made a couple of minor clerical
corrections that you should be aware of and I noted a third
correction that I feel almost certainly should be made:</p>

originally read as follows (emphasis added): <br>

as amended and submitted to me, originally read (emphasis

but erring on the side of caution, I kept it and put it in
brackets pending your consideration.</p>

My apologies for not making last night's call. We bought a new house
and sold our old home and closed on both last Friday and are in the
middle of a move (we have continued possession of the old home through
next Friday and the movers come tomorrow to move the big stuff but we
have been doing a few car loads a day between work and what not). So my
life is literally in complete chaos now. I considered a leave of
absence, but things will quiet down in about 10 days.
I had meant to pass along the Rules Committee's recommendations to
bylaws changes prior to last night's call, but like I said.... chaos.
Here are those recommendations:
The Rules Committee recommends the following revisions to our bylaws (a
suspension of the bylaws will be required to consider these since we did
not comply with all the timing considerations):
Add the following section to bylaws:
800.5 Subcommittees of executive committees
800.5.1 Subcommittees of executive committees shall be called at the
call of the chair, or the majority of the subcommittee Committee, with
at least seven days' advance notice, and shall be limited to the
subjects contained in the call and agenda. The seven days' advance
notice requirement can be waived, in an emergency, by a 2/3 vote of the
Committee.
800.5.2 Subcommittee meetings may be conducted telephonically or by
video conference so long as such meetings are either recorded and made
available to the membership or Voting Members have the ability to dial
in and observe live.
800.5.3 Subcommittees may meet between meetings by the chair calling an
email ballot. A favorable vote by not less than fifty-one percent (51%)
of all non-vacant positions on the subcommittee shall be required for
any resolution or measure to pass; Votes shall be cast by in a form that
permits verification of authenticity (e-mail is permitted).
Delete this text from 900.6.11:
900.6.11 On questions of the adoption of changes to the
Constitution of the Libertarian Party of Kentucky (state party
convention only), or changes to the platform:
* Changes to the Constitution of the Libertarian Party of Kentucky
(v) Any proposed amendments to the Constitution or the
Report of the Rules Committee shall be made in writing, and shall
conform to Section 1100 in terms of submission to the Rules Committee in
advance of the Convention.
Delete the entirety of 1100.3, and replace it with the following:
1100.3 RECOMMENDED CONSTITUTIONAL CHANGES
1100.3.1 The SPRC shall have one or more meetings
to consider, and propose, changes to the State Party Constitution, in
advance of convention as provided herein.
1100.3.2 The Rules Committee shall publish its
proposed changes to the State Party Constitution not less than sixty
(60) days prior to the state convention or any special convention called
for the purpose of amending the constitution, the SPRC shall publish to
the State Party Executive Committee, and to the Party's website,
proposed changes. The Rules Committee shall also give notice to the
members of the ability to comment in 1100.3.4 by posting it on the State
Party's website.
1100.3.3 Any member may submit proposed changes to
the State Party Constitution to the Rules Committee not less than
forty-five (45) days prior to the state convention or any special
convention called for the purpose of amending the constitution.
1100.3.4 The Rules Committee shall consider any
proposed changes submitted by a member in accordance with 1100.3.3, and
publish all member proposals, with rules committee comments, or any
revisions to the Rules Committee report(s) they deem appropriate in
light of member comments to the State Party Executive Committee, and to
the Party's website, proposed changes, not less than thirty (30) days
prior to the state convention or any special convention called for the
purpose of amending the constitution.
1100.3.5 Any member may also submit any additional
proposal to the Rules Committee not less than fifteen (15) days prior to
the state convention or any special convention called for the purpose of
amending the constitution, and the Rules Committee shall publish such
reports to the Party's website, and, if they desire, any comments
thereon, or, if they do not review these proposals, the caveat will be
placed that they have not had the opportunity to review or comment on
the proposals.
1100.3.6 The Convention body may consider any and
all proposals (i) by the Rules Committee (or any minority report) under
1100.3.2, including revisions to same under 1100.3.4; (ii) any member
proposals or comments thereto under 1100.3.4; (iii) with a suspension of
the rules by the convention body through a two-thirds (2/3) vote; or
(iv) the change or proposal either extraordinarily minor, or it lessens
the scope of the proposal of the SPRC in terms of the burden upon party
members or to increase their rights (i.e., if the proposal is to
increase dues by $5, it would be in order to change this to a $2
increase).
