(Clark) Discussion regarding appointing Bill Redpath to the SCC for CD-8. (Clark) Proposed amendment to bylaws. Amendment to Article VI. State Convention Section C. Delegates Add text: Any person who is not a member in good standing and resident of the state of Illinois for 120 days immediately preceding the State Convention may not be selected as a Convention Delegate. Any person who is a resident of Illinois within the 120 days immediately preceding the State Convention may be selected as Alternate provided they are a member in good standing prior to 30 days prior to the convention. Any person who has voted the most recent recorded partisan primary other than the Libertarian Party shall not be selected as a Convention Delegate nor Alternate. Reasoning: The additional text to Section C will further reinforce the proscription of party members newer than 120 days prior to the convention. The additional text brings our delegation into compliance with ILCS 5/10 requiring that elected convention delegates be political party members of the convention they are elected to. During presidential primaries, electors (voters) are voting for a slate of delegates representing the Congressional district where they reside. These delegates circulate petitions of nomination just as any other nominee for elected office and may be removed from the ballot just as any other nominee for elected office may be. Illinois is an open primary state where voters state their political party affiliation by drawing a political party’s ballot for the primary election. Candidates for public office can be removed from the ballot for voting in a different political party’s primary election in the cycle preceding the election they are petitioning for. Voting for this amendment will bring our requirements for National Convention Delegate closer in line with the residency and party goals. Full compliance would require nomination of National Convention Delegates by Congressional District. While this is possible, it is increasing the chance that our slate of delegates is not fully seated at the convention. Alternates from other Congressional Districts would be unable to fill seats as they would not meet the residency requirement. Convention Delegate is restricted to resident and good standing members 120 days prior to the state convention. The Alternate position is specifically left open for those persons who may not meet the 120-residency day rule provided they are members of the Libertarian Party of Illinois 30 days before the convention. They may not vote for themselves or other delegates as they are not a member of the state convention body as specified in Section G.
