WHEREAS, the right to bear arms is enshrined in the Second Amendment of
<br>
the United States Constitution, affirming that "the right of the people
<br>
to keep and bear Arms, shall not be infringed"; and
<br>
<br>
WHEREAS, the current patchwork of concealed carry laws across different
<br>
states creates confusion, potential legal issues for law-abiding
<br>
citizens, and hampers the free exercise of this fundamental right when
<br>
individuals travel interstate; and
<br>
<br>
WHEREAS, United States H.R. 38, the Constitutional Concealed Carry
<br>
Reciprocity Act, introduced by Representative Richard Hudson, aims to
<br>
ensure that any person with a valid concealed carry permit from one
<br>
state may carry in another state that allows concealed carry, thereby
<br>
respecting the constitutional rights of citizens across state lines; and
<br>
<br>
WHEREAS, this legislation would promote uniformity and clarity in the
<br>
rights of individuals to defend themselves, thereby enhancing personal
<br>
safety and reducing the risk of legal entanglements due to differing
<br>
state regulations; and
<br>
<br>
WHEREAS, the Libertarian Party fundamentally supports the reduction of
<br>
government overreach and the protection of individual liberties,
<br>
including the right to self-defense;
<br>
<br>
THEREFORE, BE IT RESOLVED, that the Libertarian Party of Illinois:

Endorses United States H.R. 38, the Constitutional Concealed Carry
<br>
Reciprocity Act, recognizing it as a critical step towards ensuring the
<br>
Second Amendment rights are uniformly acknowledged and respected across
<br>
the United States.
<br>
Encourages its members and supporters to contact their federal
<br>
representatives to advocate for the passage of United States H.R. 38,
<br>
explaining the importance of this legislation for safeguarding
<br>
constitutional liberties.
<br>
Calls upon all state and local officials to support similar measures
<br>
that align with the principles of individual rights and state
<br>
recognition of concealed carry permits from other states.
<br>
Commits to educating the public on the benefits of concealed carry
<br>
reciprocity for promoting safety, liberty, and consistency in the
<br>
application of constitutional rights.
<br>
Urges the Illinois legislature to consider state-level policies that
<br>
complement the objectives of United States H.R. 38, ensuring that
<br>
Illinois residents and visitors have clear, fair, and constitutionally
<br>
consistent rights to bear arms.
<br>
<br>
BE IT FURTHER RESOLVED, that copies of this resolution be forwarded to
<br>
the members of the Illinois Congressional Delegation, the Governor of
<br>
Illinois, members of the Illinois General Assembly, and be disseminated
<br>
to the public through all available channels of communication.
