If you want to make a motion from the floor, you should try to have something concrete to propose, have your seconds lined up, and it would also be good to have some folks lined up and available to speak - eloquently and succinctly! - to it.</span></span></div></div>

I feel certain the delegation has the authority, even if it's not practical for the whole body to be exchanging emails with Code Pink.
